Resolved "Impressions" package.

We had set up a 1000 Impression package, and ran an advertiser on it until it expired.
The advertiser had 4 ads on their campaign.

When the campaign ended the total count was 1484 impressions.

Everything seems to be configured correctly, so why didn't the campaign cut off at 1000 impressions? Why did it cut off at 1484?
